Public Records Request Submitted to Oregon State Parks

Today I submitted a formal public records request to the Oregon Parks and Recreation Department (OPRD), seeking full documentation of volunteer program operations, communications, and internal responses related to what occurred at Honeyman State Park earlier this year.

This request is not about revenge. It’s about record integrity.

Systems that refuse to investigate themselves must be investigated by those they harmed.

The archive I released detailed two months of documented institutional retaliation, coercive leadership tactics, and psychological pressure deployed against an unpaid volunteer — me — who simply refused to fragment under institutional discomfort.

Since that release, the field has shifted:

Thousands have read the archive.

Hundreds have listened to the March 5 recording.

Volunteers across the coast have begun discussing what’s happening behind the curtain.

Guests at Honeyman are now arriving aware — and asking questions.

This public records request is the next phase.

It seeks not only internal communications, but policies, training materials, incident reports, hiring records, and digital documentation — across every layer of the volunteer program’s infrastructure.

I am requesting:

The policies that justified my removal — if they exist.

The records of complaints — if they were ever filed.

The conversations between staff and administration — if they were ever honest.

The institutional reactions to my archive — now that the silence is no longer working.

I have also requested a fee waiver under Oregon law, on the grounds of public interest.

Because it is in the public interest to know:

How volunteers are treated.

How harm is managed.

And whether Oregon State Parks is capable of self-reflection.

I’ve made the full request public, because the system already tried to disappear me once. That won’t happen again.

If OPRD responds in good faith, that response will become part of the public record.

If they resist, delay, or redact, that too will speak volumes.

This is what it means to hold your shape in the aftermath of systemic harm.

To those still inside the institution:
This isn’t an attack. It’s an opportunity.
The question is whether anyone will rise to meet it.

    10. All communications between OPRD and other state agencies regarding volunteer program operations or specific volunteer incidents
    11. All briefings, reports, or analyses provided to executive leadership regarding volunteer program performance or issues
    12. All documents related to budget planning or resource allocation for volunteer program management

SECTION 4: EXTERNAL COMMUNICATIONS

  1. All communications with legal counsel regarding volunteer program operations, policies, or specific incidents
    14. All communications with insurance providers regarding volunteer program liability or risk management

"Volunteer program" includes all unpaid service positions across OPRD facilities

PUBLIC INTEREST FEE WAIVER REQUEST

I hereby request a waiver of all fees associated with this public records request pursuant to ORS 192.440(4) and the public interest in disclosure.

Grounds for Fee Waiver:

Public Interest: This request seeks information regarding the management and treatment of unpaid volunteers who provide essential services to Oregon's state park system. During OPRD's current budget crisis and public appeals for community support, transparency regarding volunteer program operations serves significant public interest.

Government Accountability: The requested records will contribute to public understanding of how a state agency manages volunteer relations, implements policies, and ensures appropriate oversight of public employees supervising unpaid community members.

Educational Purpose: The information will be used to inform public discourse about institutional accountability, volunteer program best practices, and the effective use of public resources during budgetary constraints.

No Commercial Interest: This request is not made for commercial purposes. The information sought relates to government operations and public employee conduct in their official capacity.

Public Benefit: Given OPRD's stated need for increased volunteer participation and community partnerships to address funding shortfalls, transparency regarding current volunteer management practices serves the public interest in ensuring effective and ethical program operations.

The public interest in disclosure substantially outweighs any administrative burden or cost to the agency, particularly given the agency's public appeals for volunteer support during its financial crisis.
